Candidates for May 2014 Federation Election

At the 15 May Membership meeting, the new Federation officers will be elected. The following people were proposed as the 2014-15 nominee slate by the nominating committee.

Per the Federation's bylaws, the nominating committee has as its members a past president, two district council representatives and representatives from two member communities. The members of the nominating committee for 2014-2015 were past president Tania Hossain, District Representatives Don Hinman and Chris Soules, and community representatives and Art Wells.

The candidates were asked for brief biographies for our consideration:


    President: Tim Thompson
  • Tim Thompson has served on the Federation’s Education Committe for nine years and as Co-Chair for the past 3 years. He also serves as the Federation’s appointed representative to the FCPS Superintendent’s Business and Community Advisory Council
    • Tim would like to serve the Federation as President for 2014-2015 in his humble efforts to:
      • Ensure the Federation is representive of the entire community
      • Improve connections between committees and relevant stakeholders to increase the Federation’s effectiveness
      • Maximize talent by providing a collegial atmosphere and a collaborative approach throughout the Federation’s membership
      • Encourage input from all corners of the Federation to ensure inclusiveness
      • Delegate appropriately to take maximize the unique talents of members
    • Tim’s long and dedicated service to the community entails:
      • Great Falls Ecumenical Council - lay person from St Francis Episcopal Church - 6 years
      • St. Andrews Society - 12 years

    Ed Wyse
    First Vice President: Ed Wyse
  • Edward Wyse and his wife Margaret have resided in Fairfax County since 1980. Since 2005 Ed has served as the Secretary of the Civic Association of West Springfield Village and is its delegate to the Fairfax County Federation of Citizens Associations. He served as the Recording Secretary of the Federation from 2009 - 2013 and as First Vice President since 2013. Since 2012 he has been the Springfield District Council's representative to the Federation. Ed also serves in two volunteer ministries at St. Bernadettes Church in Springfield.

    Now retired, Ed is a former Army officer, management consultant, and enterprise architect. He has a B.S. in History and Political Science, an M.S. in Business Administration, and an M.S. in Computer Information Systems.

Bill Barfield
Second Vice President: Bill Barfield
  • Bill desires to continue contributing to the improvement, safety, and well-being of our Fairfax communities through volunteerism in organization such as the Federation. He has lived in Northern Virginia since 1982 and appreciates its steady growth in population and businesses. Through his volunteerism, he has worked with multinational, senior and youth residents as well as with elected officials representing Fairfax Magisterial, State and Congressional Districts. Bill is a resident of Braddock District, Fairfax County, Virginia.

    In the last decade, he has been President of Edsall Park Community Pool Association (2003-2006), President of Country Club View Civic Association (2006-2007), Chairman of the Braddock District Council of Community Associations (2009-2013), and 2nd Vice President of the Federation (2013-2014). Bill regularly participates in the George Mason University / Fairfax Community Forum and is a founder and active member of the Braddock District Land Use and Environmental Management Committee.

    As 2nd Vice President, Bill will continue to actively encouraged citizens and businesses to participate in Federation events such as monthly meetings, Federation and Fairfax community events and issues, and the Citizen of the Year celebration. He will continue in the recruitment of membership and in the coordination of the fifteen Federation committees, seven Districts representatives, and fifteen County advisory groups. Additionally, as current Legislative Committee co-chair, he will ensure improvement in Federation liaison with county and state elected officials. Bill believes the teamwork of the membership and its Board of Directors is the foundation for continued Federation growth beyond its 75th year.

    Scott Schlegel
    Treasurer: Scott Schlegel
  • Scott has been a resident of McLean and Fairfax County for over 30 years. He has served as the Federation's Treasurer for the past 4 years and looks forward to continuing in this role. He has also served as Vice President of the McLean Hamlet Community Association and other MHCA Board positions. As the parent of two young children, He is also active in McLean Little League and McLean Youth Soccer.

    Linda Boone
    Recording Secretary: Linda Boone
  • Linda Boone served the Lafayette Village Homeowners Association, in Mason District, for over 6 years, including two years as its President. She is also the Incident Coordinator (Team A) of the Annandale High School Dispensing Center for the Medical Reserve Corps. Linda has worked 20 years for Fairfax County; 10 years in Human Services and currently with the Department of Public Works and Environmental Services in the Division of Solid Waste Disposal and Resource Recovery as Branch Chief. She also served as the President of her son's PTA at Paul VI Catholic High School for 3 years.
    Prior to this, Linda retired after 21 years in the United States Marine Corps where she held positions at the Recruit Depot San Diego; Warfighting College at Quantico; computers and legal administration with all 3 air wings; Director of the Family Services Centers while at Headquarters Marine Corps; and recruiting duty. She holds a Masters in Public Administration from the Bloch School of the University of Missouri, Kansas City, and a Bachelors of Science in Political Science and English from the University of Tennessee, Knoxville.
    Linda is the proud grandmother of Aoife. Her son and his wife are instructors at the U. S. Air Force Academy in Colorado Springs. Linda's hobbies include reading, community service work, gardening and walking/fitness.

    Fred Costello
    Corresponding Secretary: Fred Costello
  • Fred has served the Federation as Land Use Chair since 2009 and as Federation Bulletin editor since July 2010. Since 2009, he also served as the representative of the Fox Mill Estates Homeowners Association to the Federation. He and his family have resided in Fairfax County continuously since 1975. He is a retired aerospace engineer and rocket scientist, having had his own consulting-engineering business from 1977 to retirement in 2008. He completed Fairfax County’s Land Use College program in preparation for his appointment by the County Board of Supervisors to serve on the Reston Master Plan Special Study Task Force, which is helping the County modify the Comprehensive Plan for the re-development of Reston.
